The Scot has been promised funds for any new signings that he feels will benefit the Reds but knows that, with four loan players already at the club, his options are limited with the permanent transfer window already closed.
"I've made it clear I want to assess the team first," he told the Nottingham Evening Post.
"Let me see if we can win football matches without taking for taking's sake.
"The money is there; the option is there but it is not about that. It is about needs must."
